All projects that get submitted will be reviewed by the RO to ensure eligibility and completeness. Any project that is eligible will be sent to a review panel who will evaluate the project using a publicly available assessment rubric. Scored projects will then be prioritized and reviewed by County Management for inclusion in the Montgomery County Recovery Plan.

An idea communicates to the County a suggested focus for expenditure of Pandemic Recovery Funds as a priority or conceptual plan. Ideas can be anything from a short description of an initiative to a more detailed program that specifically addresses a need or disparity that has been caused or made worse by the Pandemic. Ideas are not requests for funding and do not require supporting documentation like a full project submission. For example: "I think the County should focus on affordable housing" or "We need a community center to serve the residents of my neighborhood.”
Any individual or entity may submit an idea.
The RO will review idea submissions and may refer them to relevant partners for further development.
A project is a fully developed program, service, or initiative for the County to fund.
Projects specifically address a need or disparity that was caused, made worse, or exposed during the COVID-19 Pandemic. Projects are a direct request for funding and therefore require a justification and supporting documentation, including budgets, implementation plans, project timelines, etc.
An entity including a nonprofit, 501c organization, for-profit business, schools, municipality, fiscal sponsor, faith group, etc. The entity must be in good standing with the County (including being current in all taxes and fees).
Yes. If submitting a project, please do not include indirect administrative costs as those will be addressed by the County at a later time.
No. Each project may require a different amount of funding. Thus, a submitter can ask for $100 or $1M or $161,395,498.
The County has created a public Submission Portal to allow individuals and entities to submit projects and ideas for consideration. The County needs to understand from you what is important, what you have already been working on, and what may only be conceptual but has potential. Submissions fall into two main categories- projects and ideas.

The OpenGov Submission Portal (Portal) is the actual portal that accepts projects and ideas. The Portal can be accessed from the County's Website www.montcopa.org/recoveryoffice and also directly at Recovery Office - Pandemic Recovery Funds Submission Form - ViewPoint Cloud.

No. Prior to submission, you may review the Submission Form, which is available in Word on the County's Website. Once in the Portal, there is no defined time to complete a submission. Additionally, you may also save a draft submission that is in progress on the Portal.

If multiple individuals/entities are submitting a project, one project can be submitted. Please note the primary point of contact.
Submissions should be submitted in English. However, you can contact the Technical Assistance Provider, PHAN, for assistance.
A submitter can submit a project and select that they would like the County to manage the project. The County may also choose to manage a submitted project. The submitter can still guide the project but the County can provide the submitter with needed resources and information, such as contractors, materials, information on permits, etc.
